Youssef Imghi
Founder & CEO
Youssef Imghi is a port and infrastructure executive and adviser with more than thirty years of experience in Morocco and across Africa. His career spans port reform, the leadership of engineering businesses and the delivery of major infrastructure projects through to operations.
He contributed to Morocco’s port reform through work on its legal and asset restructuring, including the allocation of ODEP’s assets between the National Ports Agency and Marsa Maroc. He also led the modernisation of port equipment nationwide. At the Port of Casablanca, he was responsible for implementing the new institutional framework and upgrading infrastructure, overseeing nearly €180 million in investment and a workforce of more than 200.
From 2010 to 2020, he led Tanger Med Engineering and directed the design and delivery of Tanger Med 2, a programme exceeding €1 billion. During his tenure, the company grew from six to more than one hundred engineers and technicians. He also led the development of Tanger Med Group’s African business, with assignments in ports including Dakar, Conakry, Kribi, Abidjan and Lagos. His experience extends to the preparation of container terminal concessions at Tanger Med and the start-up of port operations at Kribi.
As the first Chairman of SONARGES’s Executive Board, he established the organisation’s governance, put its institutional arrangements in place and assembled its teams. He also oversaw the completion of the stadiums in Tangier, Marrakech and Agadir and their preparation for operation.
He founded Portus Advisory International in 2021. Through the firm, he advises governments, investors, industrial groups, and consulting and engineering firms across Africa and Europe. His work covers sector reform, integrated port and logistics developments, and the infrastructure required for green hydrogen and the energy transition. He has also represented the Port of Antwerp-Bruges in Morocco since 2025.
Youssef holds an engineering degree from École Centrale Marseille and an Executive MBA from Université de Sherbrooke.
